SELENA BARLOW
Marketing and Customer Service

Selena Barlow is an independent marketing consultant who works exclusively within the public transit industry. For over 20 years she has worked with more than fifty transit agencies to conduct market research, develop strategic marketing plans, design new system identities and create promotional campaigns. Prior to forming her own business in 1988, Ms. Barlow held positions as Chief of Marketing for Metro-Dade Transit in Miami, Florida and Director of Marketing for Sun Tran in Tucson, Arizona.

THOMAS BRIERTON
Human Resource Management

Mr. Brierton is an Associate Professor of Business Law at the University of the Pacific. He specializes in Human Resources and Employment Law topics. Mr. Brierton has been involved in both the academic and legal environments for the past twenty years. He teaches a variety of courses on the graduate level including Business Law and Business Ethics. As an attorney he has litigated a wide variety of cases in private practice and served as a consultant to many businesses in the employment and commercial law areas.

WALTER R.L. DIANGSON
Overview of Transit and Paratransit Today
and Risk Management and Safety

Mr. Diangson brings over 25 years of experience in public transportation and local government planning, management, operations and administration. For fifteen years, Mr. Diangson was a member of the Senior Management Team of DAVE Transportation Services, Inc., a national leader in the provision of contract management and operations of public transit and paratransit services. During his tenure with DAVE, Mr. Diangson held a number of key positions with the company in the areas of transit management services; market development; marketing and sales; interim regional management and management recruitment, training and development.

DONNA DE MARTINO
TM's Guide to Regulation and Policy

Ms. DeMartino joined San Joaquin RTD in 2001 as Assistant General Manager and was appointed General Manager in November 2001. Ms. DeMartino has 20 years of supervisory and management experience in the transit industry. She spent five years as part of the light rail start up team and also worked in the Operations Support, Engineering and Construction, and Facilities Management Departments where her responsibilities included capital facilities management, contract administration and project management. Ms. DeMartino has a Bachelor's Degree in Education from CSU Sacramento, and a Master's Degree in Transportation Management from the Mineta Institute of Transportation Studies in San Jose State University.

JIM DICKEY
Managing the Operation Effectively

Jim Dickey is a Senior Transit Specialist with TransSystems, Inc. in Phoenix, Arizona. He is responsible for project management and business development for bus and passenger rail projects throughout and parts of the Southwest. Previously, he was the Director of the Public Transportation Division of the Arizona Department of Transportation, where he was Deputy Executive Director of the Regional Public Transportation Authority (Phoenix) in charge of Planning and Operations. Mr. Dickey has more than 20 years of transportation operations and administrative experience in the public and private sectors in transit.

DAN HERRON
TM's Guide to Regulation, Funding, and Policy

Dan Herron has been involved in transit planning and administration for over 20 years, primarily as a transportation planner with a Council of Governments. He has an intimate knowledge of transit planning, administrative, grant seeking/management and transit funding. He has been involved in two transit projects that won California Tranny awards for transportation excellence.

FRED MILLS
Enhancing Leadership Effectiveness

For more than 25 years, Dr. Mills has been consulting with companies in the areas of self mastery skills, managing change, coaching, mentoring, leader development, and designing and implementing cultural change. His clients include Young Presidents Organization, Sun Microsystems, Wells Fargo Bank/Norwest Bank, IBM Corporation, AT&T, Teichert Construction, Sutter Home Wines, Dameron Hospital, and the Ohio State, USC, and Nebraska Football Teams.

GLORIA SALAZAR
Budgeting and Financial Management

Ms. Salazar joined RTD in 2002 as Assistant General Manager and Chief Financial Officer. Prior to joining RTD, she worked for Sacramento Regional Transit (RT). Her experience includes audit, general accounting, grants and project management. Ms. Salazar has a Bachelor's Degree in Accounting, Master's Degree in Business Administration and a Certificate in Transit/Paratransit Management. She passed the Uniform CPA Board in 1993 and she is an active Certified Tax Preparer with the California Tax Education Council. Ms. Salazar's responsibilities at RTD include, among others, oversight of Finance, Grants, Procurement, Human Resources, Safety and Risk, Information Technology, and Marketing/Communications.

GEORGE SPARKS
Service Design and Quality Management

George Sparks had been Administrator of the Pomona Valley Transportation Authority (PVTA) for over 20 years. The PVTA is a Joint Powers Authority of four Southern California Cities. Previously, Mr. Sparks served as the Director of the Consolidated Transportation Services Agency for Fresno County. Mr. Sparks has over 25 years of experience in public transit, both as an operator and as a manager of contracted services.
