Citation Appeal Policies and Procedures

Parking Citation Review Policy

The Department of Public Safety reviews all University parking citations. There are three stages for all contested parking citation appeals; an Initial Review process, an Administrator Review process, and a final review by the Stockton Superior Court. Under this system, officers will not have to appear for hearings on contested parking citations. There is no-charge for the Initial Review and Administrator Review process; the civil court process does have an administrative fee. Citation Appeal Procedure

If you want to contest a parking citation, the cited person must complete a Parking Citation-Review form within twenty-one (21) days of receiving the citation. The Parking Citation-Review form can be obtained by either: 

Online. The person receiving the citation can complete the form online.

In person You can obtain the Parking Citation-Review form in person from the  Department of Public Safety. The person receiving the citation can complete the form and leave it with the on-duty dispatcher, or the citizen may elect to fill out the form later and return it by mail.

The reviewing supervisor will either grant or deny the Parking Citation-Review form within twenty-one (21) days of receiving the request by sending the citizen a letter of the results. 

If a citizen wishes to appeal the results of this initial review, he/she must request an administrative review/hearing within ten (10) days of the date of the initial review. Complete and submit Request for Administrative Review form including written grounds for contesting the initial review and a copy of the parking penalty issued.

If a citizen wishes to appeal the results of the Initial Review, he/she must request an Administrative Review within twenty-one (21) days after receiving notification of the Initial Review’s decision. The Administrative Review form can be obtained from the Department of Public Safety. The completed Administrative Review form will be reviewed before a panel comprised of members from the University of Pacific’s community, which is not limited to a University of Pacific student, faculty, and staff members. No one associated with the University of Pacific’s Department of Public Safety will be on the review panel. The citizen will be notified by mail of the results within ninety (90) days of the Administrative Review Panel receiving the request. If the citation is dismissed, no further action by the citizen is required. If the citation is not dismissed, the decision of the Administrative Review Panel is final. No other campus review is permitted. If the citizen wishes to contest the appeal beyond the University’s Administrative Review Panel, he/she may appeal the citation to the Stockton Superior Court within thirty (30) days after receiving notification of the Administrative Review’s decision. It will be necessary for a Notice of Appeal form to be prepared by the citizen for the Court. The Notice of Appeal form can be obtained from the Department of Public Safety.
